This project consolidated safety principles into an easily usable guidebook format for use by South African municipalities conducting precinct management and planning, to support the institutionalisation of safety principles in local government in South Africa, and to strengthen and improve sustainability of precinct management and planning across the country. It also entailed some direct hands-on support to a municipality conducting precinct planning.

The focus of this consultancy was to situate safety at the centre of precinct management, to enable local governments across South Africa to meet their obligations ‘to move progressively towards the social and economic upliftment of local communities’ and more specifically to promote ‘human health, well-being and safety’ (Local Government Municipal Systems Act 32 od 2000) while creating integrated, vibrant precincts with inclusive public spaces that work for all users and creating a functional local economy through the development of an accessible and practical guide for local precinct management practitioners.
This project contributed to these objectives by:
• Developing a research document presenting and discussing different dimensions of safety in urban planning;
• Developing and delivering a user-friendly Guidebook on Safety Sspects in Precinct Management
• Providing hands-on support integrating safety into a precinct planning process in Steve Tshwete Local Municipality
